The Regional Special Education Network (RSN) is an alliance of Cooperative Educational Service Agency (CESA) special educators to promote continuous school improvement to support full educational opportunities for students with disabilities.
RSN Mission:
The statewide RSN grant project is a vehicle through which the Department of Public Instruction (WDPI) improves the outcomes for students with disabilities through leadership, communication and professional development. The RSNs role is to support the work of the Special Education Team by providing ongoing and systematic communication and regional technical support to the local education agencies (LEAs) in each CESA in the areas of compliance with special education law, improving LEA performance on the State Performance Plan (SPP) indicators and other special education initiatives.
The purpose or essential functions of the RSN are to:
- Support systems improvement and systems change by developing LEAs' capacity to use data for analysis and action planning so that practices are implemented effectively in order to advance educational achievement for students with disabilities within a multi-level system of support.
- Develop leadership capacity by providing support and training around technical and adaptive change so that LEAs know the conditions under which effective teaching and learning happen.
- Develop collaborative relationships so that LEAs efforts to promote academic, career and community-based opportunities for students with disabilities are coordinated and aligned.
- Engage in ongoing professional learning to develop and apply knowledge of grant initiatives and skills that impact adult practices to advance educational achievement for students with disabilities.
State Performance Plan
The State Performance Plan (SPP) represents the DPI's plan for improving outcomes of students with disabilities in Wisconsin.
The Individuals with Disabilities Education Act (IDEA) 2004 requires DPI to have in place a SPP that evaluates the State's efforts to implement the requirements and purposes of IDEA and describes how the State will improve performance. As part of the SPP, DPI, with stakeholder input, set measurable and rigorous targets for the twenty indicators established by the Office of Special Education Programs (OSEP).
Using the indicators and targets, DPI will measure and report on the State's progress in an Annual Performance Report (APR). DPI along with the RSN will focus its work on activities related to the indicators to improve outcomes for students with disabilities.
